This study aimed to describe the current status of ethical governance and regulation of research, scientific collaboration and community engagement in order to obtain evidence to guide the preparation of a policy report to advance the adoption and implementation of an ethical and regulatory framework for health research, with a focus on public health emergencies in Central America and the Dominican Republic.
